Premium renewal rates up YoY across nearly all major commercial lines in Q4: Ivans

Ivans, a division of Applied Systems, has released the fourth quarter of 2025 results for the Ivans Index, showing that the average premium renewal rate change for all major commercial lines of business, except Workers’ Compensation, increased year over year.

Ivans logoQuarter over quarter, average premium renewal rates increased for General Liability, Commercial Property, and Umbrella, while Commercial Auto, Business Owner’s Policy, and Workers’ Compensation saw decreases compared to Q3’25.

By line of business, Commercial Auto’s premium renewal rate change averaged 6.97% in Q4’25, down from 7.60% in Q3’25. Q4 began in October with the highest rate change of the quarter, averaging 7.57%, and ended in December with its lowest rate, averaging 6.46%.

For BOP, the average premium renewal rate change was 7.52%, a slight decrease from 7.55% in the previous quarter, with a high in December at 7.58% and a low in November at 7.46%.

General Liability averaged 7.23%, a significant increase compared to 5.89% in Q3’25. Its lowest rate change of the quarter was in October at 7.04%, and its highest occurred in December, averaging 7.52%.

Commercial Property was 8.01%, up from 7.64% last quarter, with a quarter high in December at 8.34% and a low in October at 7.61%.

Umbrella saw a slight increase quarter over quarter to 9.49% from 8.99%. November saw its lowest rate change at 9.18%, and December its highest, averaging 10.07%.

In Q4’25, Workers’ Compensation averaged -1.61%, down from Q3’25 at -1.42%. Q4 reached its highest rate change of the quarter in November, averaging -1.52%, and ended with its lowest rate of the quarter in December, averaging -1.77%.

“The commercial insurance market remains firm overall, though renewal trends suggest it is gradually moving off the peak conditions of recent years,” said Kathy Hrach, senior vice president of Product Management, Ivans. “As carriers balance growth objectives with pressure from both primary and secondary loss exposure, the Ivans Index will serve as a key gauge for how the industry navigates broader market dynamics in 2026.”
